Tom Lee-Fox
Managing Director

Tom brings over 20 years of experience in the construction industry to his role as Managing Director of Oakland Construction. Beginning his career at 16 as a labourer for a family friend, he quickly progressed, working with various Tier 1 contractors to deliver projects valued at up to £130 million. 

In August 2020, Tom took over as Managing Director, building on the strong foundations laid by the company's founder, Jawad Shalash. Under Tom's leadership, Oakland has thrived, growing organically and sustainably into one of the most well-respected main contractors in the Bristol and Bath areas. His strategic vision has taken the company from strength to strength, solidifying its reputation for quality and reliability in the industry.
Deb Locke
Business Manager

Deb joined our team as office manager in 2022 and brings over a decade of experience in the Construction and Maintenance industry alongside experience in the heating, electrical, and renewable sectors. Her previous role as Property Manager for a prominent block management company in Bath saw her overseeing a diverse property portfolio, covering compliance and maintenance for the communal areas of various leasehold properties, including several listed buildings.

Since joining Oakland, Deb has helped the company achieve ISO:9001, ISO:45001, and ISO:14001 certifications. Her efforts and meticulous attention to detail have been instrumental in ensuring that Oakland meets the highest standards in quality, occupational health & safety, and environmental management.
Matt Bale
Operations Manager

Matt is a highly experienced Project Lead, with outstanding communication and leadership skills. His 30+ years in the industry have given Matt excellent problem-solving skills, and a “can-do” attitude to overcoming the challenges which are inevitably found on all projects.

Having progressed through the ranks from Carpenter to Senior Project Manager - and covered every role in between - Matt is a strong promoter of the construction industry, and is a particularly able, willing and strong mentor for our apprentices and younger staff members.
Kyle Jackson
Quantity Surveyor
Kyle works closely with Joe Stephens and Steve Burchill to support our commercial control and estimating functions.

Kyle has already shown himself to be a willing and capable member of the team, taking the lead with all commercial matters on 3 of our recent projects.
Paul Robbins
HSE Manager
Paul is the newest recruit to the Oakland team, joining us in 2025 to oversee all aspects of our Health, Safety & Environmental performance. Paul was previously employed by Building Safety Group (BSG) as a Safety Advisor.

Paul’s recruitment is a significant milestone for the business as we continue our growth journey, and strive for continuous improvement across the business.

Kevin Ansell
Senior Estimator
Kevin joined Oakland Construction in December 2025 as Senior Estimator, bringing more than 35 years of experience within the construction industry. During his career, he has worked across a diverse range of sectors including education, healthcare, heritage, defence, commercial and social housing, delivering projects ranging from specialist refurbishments to major developments.

With extensive expertise in pre-construction, estimating, cost planning and tender management, Kevin works closely with clients, consultants and supply chain partners to develop competitive and robust project solutions. His collaborative approach, attention to detail and wealth of industry knowledge play an important role in supporting Oakland's continued growth and successful project delivery.
Lee Concannon
Commercial Manager

Lee joined Oakland Construction in January 2026 as Commercial Manager, bringing more than 25 years of quantity surveying and commercial management experience. He has worked across a wide variety of sectors including education, healthcare, residential, retail, hospitality, pharmaceutical and complex refurbishment projects, delivering schemes for both public and private sector clients.

With extensive expertise in commercial management, procurement, contract administration and value recovery, Lee works closely with project teams and supply chain partners to ensure projects are delivered efficiently and provide maximum value. His practical approach, strong commercial awareness and collaborative working style make him a key member of the Oakland Construction team.
